State investigators have confirmed that their current findings match Universal Orlando Resort’s assessment. The state agrees that the Stardust Racers ride was operating normally when 32-year old, guest Kevin Rodriguez Zavala became unconscious and later died.
According to the Florida Department of Agriculture and Consumer Services, “The department’s current findings align with those shared by Universal after monitoring the same tests and reviewing the same information. The investigation is ongoing, and additional information will be released as it becomes available.”

This information also parallels details shared with team members from Universal Orlando Resort President & COO Karen Irwin.
In a letter to the company’s team, she expressed condolences, writing, “Our hearts are with our Guest’s family and loved ones, and with all of you who have been impacted by the tragic loss.”
She also emphasized that internal findings confirm the ride systems functioned as intended, with equipment intact throughout the ride cycle.
